The company reiterates its ambition to develop an exemplary project based on avoiding, reducing and mitigating impacts

Québec City, October 16, 2026 – Following the first two public consultation sessions regarding the international container terminal project in the Beauport sector, QSL reports a positive outcome from its discussions with citizens as part of the Impact Assessment and Mitigation Process (IAMP) led by the Québec Port Authority.

The company welcomes the comments expressed with openness and reiterates its commitment to developing an economically significant project that respects neighbouring communities and meets rigorous environmental standards.

For QSL, these initial consultations represent an important step in a process that will allow dialogue with the public to continue, further knowledge of the project’s potential impacts and enhance the proposed measures, where necessary.

The right project at the right time

We believe that social acceptability starts with a good project. That is why our approach is based on three principles: avoiding impacts whenever possible, reducing them as much as possible and implementing appropriate mitigation measures. We are confident in the relevance of this project and mindful of our responsibility to ensure that it is well integrated into its host environment.

Marie B. Deschamps, Senior Director, Communications and Reporting, QSL

The project will bring goods closer to their final destination by optimizing existing port infrastructure, reduce long-distance transportation, avoid 25,800 net tonnes of GHG emissions annually, strengthen supply chains, and generate significant economic benefits for the Québec City region and Eastern Canada as a whole.

A process that will address all concerns

The first two sessions allowed QSL to present its vision, answer several questions and gain a better understanding of the concerns expressed by citizens.

Consultations are an important step because they allow us to hear questions and comments directly from the community. They contribute to work that is already underway and that will continue with the environmental effects study and the voluntary commitments we have made.

Olivier Rochette, Vice President, Business Solutions, Infrastructures and Logistics, QSL

Four voluntary commitments to further the assessment

From the project notice stage, QSL voluntarily made four commitments to further the analysis of certain components as part of the environmental effects study:

  • Local traffic modelling study
  • Noise climate study
  • Atmospheric dispersion study
  • Photometric study

A promising project for Québec City and Eastern Canada

In a context where supply chains and trade are rapidly evolving, the diversification of import and export markets, supply chain resilience and business competitiveness are more important than ever for Quebec.

The international container terminal project responds to this reality by providing additional logistics capacity and placing significant emphasis on rail transportation.

We are proud of the project we are proposing and confident in its relevance. Our ambition is to develop a high-performing terminal while demonstrating exemplary practices in the way it is designed and integrated into its surroundings.

Marie B. Deschamps, Senior Director, Communications and Reporting, QSL

The consultation remains open online until October 24, giving everyone an opportunity to contribute to the discussion surrounding the project.→ Je Participe
